SECOND FLOOR / RIVER ROOM / 11:30

Victoria enlarged it.

"Elena."

The captain leaned closer.

"River Room?"

"Could be the restaurant."

"Twenty-one years ago."

"Maybe."

Victoria searched the attached metadata.

No useful location.

Thomas had never digitized the originals. Victoria's photographs were incomplete.

She called him from a secure handset.

He answered immediately.

"Victoria?"

"I'm fine."

"What happened?"

"The photograph was stolen."

Silence.

"Dad."

"I'm here."

"You told me Robert Keene called Evelyn Mercer the founder."

"Yes."

"Did he ever mention a River Room?"

Thomas did not answer.

"Dad?"

"Yes."

Victoria sat straighter.

"What was it?"

"I don't know."

"You recognize the phrase."

"Keene used it once."

"When?"

"The night before he died."

Victoria's pulse quickened.

"What did he say?"

Thomas's voice became distant with memory.

"He called me from a pay phone. Said he had finally understood what the River Room was."

"What did he mean?"

"He wouldn't explain over the phone."

"Did you meet him?"

"No."

"Why?"

Thomas exhaled.

"Because he was dead before morning."

Victoria closed her eyes.

"Where was the pay phone?"

"Downtown. Near the old financial district."

"Restaurant?"

"I don't remember."

"You took the photograph, Dad. What's behind them?"

A long pause.

"The Marlowe Hotel."

Victoria opened her eyes.

"The people were standing outside a restaurant across from the Marlowe?"

"Yes."

"Why did you photograph them?"

"I had been following Voss."

"You never said that."

"You never asked."

Despite everything, Victoria nearly smiled.

"What's significant about the Marlowe?"

"It closed years ago."

"Before it closed."

Thomas hesitated.

"Top floor had private meeting rooms."

"One called the River Room?"

"I don't know."

Elena was already searching on a secure terminal.

Victoria continued.

"Why preserve that photograph?"

"Because every person Keene had mentioned appeared together in one place."

"Including Evelyn Mercer."

"Yes."

"Was she the center of the group?"

Thomas thought.

"Not physically."

"But?"

"Everyone watched her."

Victoria looked at Elena.

Elena turned the screen around.

Old newspaper archives.

THE MARLOWE HOTEL TO CLOSE AFTER 87 YEARS.

Another result.

Renovation plans.

Private meeting spaces.

Then a scanned advertisement from 1998.

THE RIVER SUITE — PRIVATE DINING WITH CITY VIEWS.

Elena tapped it.

"Not River Room."

"Close enough."

Victoria asked Thomas, "What happened to the Marlowe building?"

"Redeveloped."

"Into what?"

"I don't know."

Elena searched.

Her face hardened.

"Meridian Civic Solutions owns it."

Victoria stared.

Of course.

The old hotel had been purchased through a subsidiary eleven years earlier and converted into corporate offices.

The photograph wasn't merely history.

It pointed to property Meridian still controlled.

Victoria ended the call after ensuring Thomas remained secure.

Then she looked at Elena.

"We don't go in."

Elena raised an eyebrow.

"That would've been my first suggestion."

"They expect us to."

"So?"

"We watch who goes there."

They requested discreet surveillance from a federal unit outside every chain already touched by the case.

No marked vehicles.

No local officers.

No internal notification.

By late afternoon, cameras covered all public exits around the former Marlowe Hotel.

The building rose eighteen stories over the financial district, its restored stone façade hiding modern glass behind arched windows.

Hours passed.

Employees left.

Cleaning crews arrived.

Delivery vans came and went.

Nothing.

Then, shortly after nine, a woman in a dark coat appeared from a side street.

Victoria leaned toward the monitor.

"Freeze."

The technician paused the image.

Claire Mercer.

No disguise.

No blue jacket.

Her posture was entirely different from the frightened woman at the gas station.

She looked like someone entering familiar territory.

Elena said, "She's going inside."

Claire approached the service entrance.

The door opened before she touched it.

A man admitted her.

Victoria froze the frame again.

"Zoom."

The man's face enlarged.

She recognized him from Claire's recording.

One of the six at the conference table.

Construction executive Marcus Vale.

"Why would Claire voluntarily meet him?" Elena asked.

"Maybe she isn't."

"She doesn't look forced."

"No."

They watched Claire disappear inside.

Twenty minutes passed.

Then another vehicle arrived.

Black sedan.

A woman stepped out.

Late sixties.

Silver hair.

Tall.

The technician pulled up facial recognition.

No current match appeared.

Victoria stared at her.

Something about the face was familiar.

Not because she had seen the woman.

Because she had seen a younger version.

She opened the digital Polaroid.

Evelyn Mercer.

The woman in the old picture should have been in her seventies now.

But the resemblance was unmistakable.

Elena whispered, "She's alive."

Thomas believed Evelyn had disappeared.

Everyone did.

For twenty-one years.

Yet she had just entered a Meridian-owned building through a side entrance.

Victoria felt the investigation shift again.

"Get a current image to Thomas."

The technician transmitted it through the secure channel.

A minute later, Thomas called.

Victoria answered.

"Is it her?"

Her father's voice shook.

"Yes."

"You are certain?"

"I'd know her anywhere."

Victoria looked at the live feed.

The founder of Meridian was alive.

And Claire had just gone inside to meet her.

"Hold surveillance," Victoria ordered.

Elena stared at her.

"We may never get another chance."

"That's exactly why we wait."

"What are you expecting?"

Victoria looked at the building.

"I want to know who comes out."

At 10:43, the service door opened.

Marcus Vale appeared first.

Alone.

At 10:51, a second man left.

Deputy Director Samuel Price.

Elena whispered a curse.

Price walked directly to a waiting car.

Eleven minutes later, Evelyn Mercer emerged.

She did not leave immediately.

She stood on the sidewalk, looking up and down the street.

Then she turned toward a surveillance camera mounted on a building across the road.

Not theirs.

A city traffic camera.

She smiled.

A car collected her.

Victoria waited.

"Claire?"

The technician shook his head.

No sign.

Midnight arrived.

Then one.

The building went dark floor by floor.

Still no Claire.

Victoria finally said, "Something's wrong."

Elena agreed.

They prepared an entry team.

No sirens.

No lights.

The federal unit entered through the service door at 1:22 a.m.

Victoria followed once the ground floor was secured.

The former Marlowe's interior had been stripped of almost everything historic except the staircase and stone columns.

They climbed toward the upper floors.

Eighteenth floor.

A corridor led to old conference rooms.

Most were empty.

One door stood open.

Inside, a single lamp illuminated a long table.

No people.

Victoria stepped inside.

On the table sat Thomas's stolen Polaroid.

Nothing else.

Elena stopped beside her.

"They wanted us to find it."

Victoria lifted the photograph with gloves.

The front appeared unchanged.

She turned it over.

There was writing on the back.

Fresh black ink.

YOU WERE SUPPOSED TO LOOK BENEATH THE RIVER.

Elena read it.

"What does that mean?"

Victoria looked around.

The River Suite.

River Room.

Beneath.

"Search the floor."

Agents began checking walls, vents, cabinets.

Victoria walked to the window.

The city river was visible several blocks away, black beneath the lights.

Then she noticed the carpet.

A section beneath the conference table was newer.

"Move the table."

They shifted it.

Underneath, a rectangular seam outlined part of the floor.

A concealed hatch.

Elena crouched.

"Well."

The hatch opened to reveal a steel ladder descending into darkness.

Impossible, Victoria thought.

Not beneath the eighteenth floor in the literal sense.

Beneath the room.

A hidden level.

They descended one at a time.

The ladder ended in a narrow service space between floors.

A corridor extended through reinforced walls.

Victoria smelled antiseptic.

At the end stood a locked door.

Agents forced it.

Inside was a compact surveillance suite.

Monitors.

Servers.

Paper files.

Photographs.

Hundreds of photographs.

Victoria stepped closer.

People entering courthouses.

Police stations.

Homes.

Restaurants.

Some images were decades old.

Others recent.

She found Mark Dalton.

Daniel Cross.

Adrian Voss.

Elena.

Thomas.

Then herself.

Dozens of photographs.

Victoria at the office.

At home.

In parking lots.

Talking to witnesses.

At her father's house that morning.

Elena went pale.

"They had somebody there."

Victoria reached for the newest photograph.

It showed Thomas entering the protective location Elena had arranged.

Timestamp: three hours earlier.

Victoria's blood went cold.

"Dad."

She grabbed the secure phone.

No answer.

Again.

Nothing.

Elena was already calling the protection team.

Victoria listened as the line connected.

A man's voice answered.

"Morris."

Elena's face changed.

"Code verification."

The man gave the wrong response.

Elena ended the call instantly.

Victoria drew her weapon.

"They found him."

Then one of the surveillance monitors flickered.

A live video feed appeared.

Thomas Hale sat in a chair beneath a bright light.

Standing behind him was Claire Mercer.
