You told me institutional convenience was not evidence.”

Victoria remembered the exact argument now.

Vale looked into the camera.

“I was angry with you.”

A faint smile.

“Later, I realized anger was the reason I remembered you.”

Elena glanced toward Victoria.

Vale continued.

“When I discovered the transfer system had been compromised, I needed someone outside its inherited loyalties.”

Victoria understood.

Not someone powerful.

Someone inconvenient.

“I inserted your identity into the Custodian succession protocol,” Vale said. “I did so without your knowledge because asking permission would have exposed you before the protocol could protect you.”

Victoria muttered, “That worked beautifully.”

Elena almost smiled.

Vale’s expression became serious.

“The Custodian will guide you toward evidence. Do not mistake guidance for truth.”

Victoria focused sharply.

“The protocol has been altered by at least one unknown administrator. Some instructions may serve the original protective purpose. Others may serve whoever gained access.”

That confirmed Victoria’s fear.

The breadcrumbs had not necessarily come from one source.

Different people could have been steering the same system.

Daniel’s anonymous messages.

Sarah’s location.

Victoria’s photograph.

Perhaps even the farmhouse warning.

“Your task is not to expose everything,” Vale said. “Your task is to separate what must be exposed from what must remain protected.”

Elena folded her arms.

“That’s convenient.”

Vale seemed almost to answer her from the past.

“If you reveal the identities of protected witnesses, innocent people will die. If you preserve the system intact, corrupt people will continue using secrecy as a weapon.”

Victoria felt the central dilemma settle into its true shape.

Destroying the network blindly could be as destructive as protecting it.

Vale continued.

“You need the master audit.”

Victoria leaned closer.

“The audit records every administrative change made to the Custodian protocol. It cannot reveal protected identities directly. It will show who altered permissions, who added targets and who redirected transfers.”

Exactly what they needed.

Not the witness list.

The people manipulating it.

“Where?” Victoria whispered.

Vale answered.

“The master audit is stored offline.”

Coordinates appeared.

Elena read them.

“That’s here.”

Victoria checked the engineering map.

A compartment behind Transfer Control.

Vale continued.

“Access requires two successors.”

Elena looked at Victoria.

Their names on the terminal suddenly made sense.

“Robert designated Elena,” Vale said. “I designated Victoria. Neither designation can be revoked by a single administrator.”

Elena’s eyes filled briefly, though her voice remained steady.

“My father did this to me.”

Victoria said nothing.

Vale continued.

“If both of you are present, the audit can be opened.”

The video flickered.

Vale glanced away from the camera.

Someone had made a noise outside his room when he recorded it.

His urgency increased.

“One more thing.”

Victoria leaned forward.

“Adrian Voss is compromised, but not in the way you will assume.”

Elena stared.

“He committed crimes to protect the program. He concealed evidence. He authorized unlawful surveillance. He used officers to intimidate people he believed threatened protected operations.”

Victoria thought of Dalton and Cole.

None of that disappeared merely because Voss claimed protective motives.

“But Voss did not alter the Custodian,” Vale continued.

“Who did?” Elena asked the recording helplessly.

Vale looked frightened.

“I believe Anna Mercer created a second administrative identity before her death.”

Victoria remembered Anna had died eleven years earlier.

“Who inherited it?”

Vale answered.

“I don’t know.”

The recording cut abruptly.

The terminal returned to the access screen.

Two credential symbols appeared.

MORRIS.

HALE.

Elena looked at Victoria.

“We do it?”

Victoria considered.

Opening the audit was exactly what Vale wanted.

Which meant it could also be exactly what the unknown administrator wanted.

But they had reached the point where refusing to act would preserve the existing imbalance.

“Yes.”

They placed their credentials on separate readers.

The system processed them.

A section of wall released with a mechanical click.

Behind it sat a small steel case.

No network cable.

No external connection.

Victoria photographed it before removal.

Inside was a ruggedized storage device.

Elena stared.

“That little thing?”

“Hopefully.”

A dedicated offline terminal sat beside the compartment.

They inserted the device.

The audit opened.

Thousands of entries appeared.

Years of administrative changes.

Victoria filtered for the period following Anna Mercer’s death.

One administrator remained active.

Identifier only.

A.M.-2.

Elena pointed.

“Second identity.”

Victoria filtered changes made by A.M.-2.

Hundreds.

Protected locations added.

Contractors authorized.

Others removed.

Then the pattern shifted roughly five years earlier.

Unauthorized transfers increased.

People were placed into HOLD status.

Records were altered after the fact.

Payments routed through Mercer-linked companies.

Sloane’s network appeared repeatedly.

But Sloane himself did not hold administrator access.

“He was exploiting the system,” Victoria said.

“Not controlling it.”

“Yes.”

They searched Voss.

His administrator privileges were limited.

He could initiate protective transfers but not alter the master architecture.

He had attempted multiple times to revoke Mercer contractors.

Each attempt was overridden by A.M.-2.

Elena stared.

“Dalton said Voss fought the contract board.”

“That part was true.”

Voss had been corrupt in method, but he had also been fighting whoever controlled the deeper system.

Victoria searched Daniel Cross.

His file appeared.

The initial HOLD order had come from Voss.

A later transfer order came from A.M.-2.

“Voss detained him.”

“And someone else moved him.”

Daniel had assumed Voss remained responsible.

Reasonable.

Wrong.

Victoria searched Sarah.

Her surveillance order came from A.M.-2.

Her brother’s HOLD order did too.

Then Emily Harrow.

Same administrator.

Mason Reed.

Same.

Thomas Vale.

Victoria hesitated before pressing Enter.

The result appeared.

MONITOR.

ESCALATE.

TERMINATE ACCESS.

Elena went pale.

“That was before his crash.”

“Yes.”

The final command had been entered six hours before Vale died.

A.M.-2 had targeted him.

Victoria felt anger rise but kept it controlled.

“Can we identify the terminal used?”

Elena pointed toward the audit metadata.

“Location code.”

Victoria opened it.

M-ADMIN-PRIMARY.

She searched the facility directory.

No match.

Then she searched historical Mercer properties.

One appeared.

Mercer Administrative Primary.

A corporate office downtown.

Victoria knew the building.

Graham Sloane’s law firm occupied the upper floors.

“That points to Sloane,” Elena said.

“Maybe.”

“You still won’t say it.”

“Because terminal location isn’t user identity.”

Elena nodded reluctantly.

Victoria searched the most recent A.M.-2 access.

Three months ago.

The night Daniel disappeared.

Location:

STATION NINE.

They looked around.

Someone had been inside this room.

“Can we pull camera history?” Elena asked.

“Maybe.”

They searched the archive.

Most surveillance had been deleted.

One frame survived.

Timestamped three months earlier.

A person stood before the Transfer Control door.

Face turned away.

Dark coat.

Gray hair.

Victoria enlarged the image.

Elena leaned closer.

“That’s a woman.”

“Yes.”

The next frame showed her profile.

Elena recoiled.

“No.”

Victoria looked at her.

“You recognize her?”

Elena stepped backward.

“That’s impossible.”

“Who?”

Elena stared at the photograph.

“I saw her funeral.”

Victoria felt the answer before Elena spoke it.

“Anna Mercer.”

The supposedly dead architect of the Custodian.

Victoria enlarged the image.

An elderly woman.

Older than the photographs in historical records.

But facial structure matched.

Same eyes.

Same distinctive curve of the nose.

If the image was genuine, Anna Mercer had not died eleven years earlier.

Or someone had spent extraordinary effort impersonating her.

The terminal beeped.

REMOTE SESSION ATTEMPT.

Someone was trying to reach the system again.

Victoria disconnected the offline audit device and returned it to the steel case.

“We leave.”

Elena nodded.

The reinforced door remained locked.

Victoria tried the control panel.

Denied.

Then a new message appeared.

SUCCESSORS CONFIRMED.

EXIT AUTHORIZED.

The door opened.

Too easy.

Victoria drew her weapon.

They moved through the corridor.

Level two was empty.

Level one appeared unchanged.

Then Victoria noticed the surface-camera monitor.

Two state investigators should have been visible near the entrance.

Neither was there.

“Elena.”

“I see it.”

They moved toward the stairs.

A man lay near the upper landing.

One of the state investigators.

Alive.

Unconscious.

Blood at his temple.

His weapon was gone.

Elena checked him.

“Pulse.”

The second investigator was outside.

Also unconscious.

No obvious gunshot wounds.

Victoria looked toward their vehicles.

One had been moved.

The passenger door stood open.

On its windshield rested a black envelope.

Same kind as the roadside warning.

Victoria approached carefully.

No one visible.

Elena stayed behind cover.

Victoria photographed the envelope and opened it.

Inside was a single card.

YOU FINALLY ASKED THE RIGHT QUESTION.

No signature.

Victoria turned it over.

An address was written on the back.

Downtown.

Mercer Administrative Primary.

Graham Sloane’s building.

Elena came closer.

“Another breadcrumb.”

“Yes.”

“You going to follow this one too?”

Victoria looked at the building address.

“Not blindly.”

A telephone rang.

Not Victoria’s.

Not Elena’s.

The sound came from inside the abandoned surface building.

They looked at each other.

It rang again.

An old landline sat on the desk.

Victoria approached.

Third ring.

Fourth.

She answered.

No greeting.

Then a woman spoke.

Her voice was old but strong.

“Thomas always did choose stubborn people.”

Victoria felt every nerve sharpen.

“Anna?”

The woman laughed softly.

“So you found my picture.”

Elena moved closer.

Victoria put the call on speaker.

“Anna Mercer?”

“You have questions.”

“Start with whether you’re supposed to be dead.”

“That was necessary.”

“For whom?”

“For many people.”

“Did you kill Thomas Vale?”

Silence.

Then Anna answered.

“No.”

“Did you order his access
