shed.

No immediate gunfire.

No visible movement.

The abandoned quarry covered more than forty acres, with rusted processing buildings and deep pits filled with black Harris.

The call was patched through command.

We did not hear it live.

Later Harris told us what was said.

Raymond gave his exact position.

Old administrative building.

Second floor.

He claimed Voss was inside with him.

Armed.

He claimed there were documents in a safe.

He also claimed Voss had offered him five million dollars to disappear.

Harris asked whether Raymond accepted.

Raymond answered, “I accepted thirty years ago.”

That sentence explained almost everything.

Raymond had not been an innocent accountant corrupted gradually.

He had helped Voss from the beginning.

Built shell companies.

Moved payments.

Created false vendors.

Taught Travis methods later used in the construction fraud.

Then, as the scheme expanded, Raymond became frightened of what Voss was willing to do to protect it.

Not frightened enough to confess.

Frightened enough to preserve insurance.

Copies.

Records.

Secrets.

Exactly the habit Amber retreated into the second-floor office.

He threatened to burn the records.

Smoke appeared minutes later.

Officers breached.

Voss was arrested near a rear window while attempting to climb onto the roof.

The fire was contained.

Documents survived.

Cash survived.

Passports survived.

And inside a steel safe,
